He was a student at the Colegio de San Juan de Letran when the Revolution of 1896 broke out.

He was elected to the Malolos Congress and was a captain of the revolutionary corps. He founded a primary and secondary school in Bautista Pangasinan when the war ended. He won a seat in the first Philippine Assembly representing Pangasinan.

An Ilocano poet in Spanish who gained international recognition when her works were exhibited at the Exposicion General de Filipinasheld in Madrid in 1887 and at the International Exposition in Paris in 1889.

Her works helped Elevate the social and intellectual status of women in the Philippines.
